NIGP 12097: Winches and Lifts, Boat (Including Windlasses)

NIGP 12097 Winches and Lifts, Boat (Including Windlasses) is an Item code under which state and local governments procure marine equipment including electro-hydraulic winches, outboard motors, and related vessel systems. Recent solicitations show purchasing activity driven by marine patrol operations, university marine facilities, and multi-jurisdictional cooperative procurement frameworks. The issuing bodies include county governments with dedicated marine patrol functions, state agencies managing fleet acquisitions, and cooperative purchasing vehicles serving thousands of public entities across multiple states and Canada.

Activity over the past four months spans Mississippi, Georgia, and multi-state cooperative structures. Chatham County, Georgia issued a competitive bid solicitation (RFQ, due May 4, 2026) for two new Mercury outboard motors designated for Marine Patrol operations under solicitation 26-0038-4; the county specified new equipment only and indicated award contingency on delivery timeframe. The Mississippi Department of Finance and Administration posted a sole-source notice (due July 17, 2026) for an electro-hydraulic winch under solicitation 3150006897 for university marine facilities. Sourcewell, a Minnesota cooperative purchasing unit, released a multi-jurisdictional RFP (#061626, due June 16, 2026) for Law Enforcement Equipment that encompasses marine and coastal-access equipment for participating county and municipal entities across the Pacific Northwest and beyond; this framework procurement structures award for broad public-sector deployment rather than a single jurisdiction.
