About this opportunity
The Hawaii Department of Transportation Highways is soliciting bids for furnishing and maintaining traffic control devices on two corridors in Honolulu and Koolaupoko districts (Kamehameha Highway to Pali Highway, Honolulu-bound; and Vineyard Boulevard to Punchbowl Street, eastbound right-turn lane) under Project HWY-C-33-26, with bids due July 23, 2026 at 2:00 p.m. Hawaii Standard Time.
The contractor must install, maintain, and remove traffic control devices during morning peak periods — Area 1 from 4:45 a.m. to 7:10 a.m. and Area 2 from 6:00 a.m. to 9:00 a.m. All work must comply with the Manual on Uniform Traffic Control Devices (MUTCD), Hawaii Standard Specifications, and OSHA requirements. Minimum qualifications include two years of traffic control experience, required business licenses, owned or leased equipment, and personnel holding ATSSA certifications (Flagger, Traffic Control Technician, and Traffic Control Supervisor).
The contract term is twelve months from Notice to Proceed, with options to extend for four additional twelve-month periods, not to exceed sixty months total. The contractor bears all costs for labor, materials, equipment, supplies, maintenance facilities, uniforms, personal protective equipment, and safety plan development. The State furnishes existing traffic signs and may require additional devices at negotiated rates. Monthly payments are calculated on unit bid prices with 5% retainage, ceasing after six months of satisfactory performance. Liquidated damages of $250 per one-to-fifteen-minute increment (daily maximum $2,500) apply for failure to open lanes timely; damages double to $500 per increment (maximum $5,000 daily) if equipment breaks down more than three times in the first six months. A 2% annual price escalation applies if the contract is extended.
Bidders must hold a Certificate for Performance of Services if the bid exceeds $25,000 and submit tax clearance, compliance, and good-standing certificates prior to contract execution. Requests for Information and substitution requests are due July 8, 2026 at 2:00 p.m. HST.
