About this opportunity
The Pennsylvania Department of Military and Veterans Affairs is soliciting bids for fryer oil removal services at the Hollidaysburg Veterans Home in Duncansville under an IFB with bids due October 30, 2026. This is a revenue-generating contract at no cost to the Commonwealth — the contractor retains a percentage of revenue from collected fryer oil rather than billing for services.
The scope covers collection and removal of fryer oil from two full-service kitchens, with one 55-gallon barrel positioned at each of two buildings: Lightner Hall and MacArthur Hall. The contractor must pick up fryer oil every three weeks or on an as-needed basis, with additional collections available following holidays or special events. All work must be coordinated with the Dietary Director and performed Monday through Friday, 7:00 a.m. to 4:00 p.m., unless prior approval is obtained for off-hours work.
Award will be made to the bidder offering the highest percentage of revenue generated from the collected fryer oil. Bidders must submit their proposed percentage on Appendix A and guarantee that collection services will meet or exceed industry standards. The contractor must submit itemized monthly receipts documenting revenue generated and the percentage paid to the home.
The contract term is five years from execution with the Commonwealth's right to extend for up to 90 days. All contractor personnel requiring facility access must undergo background checks prior to initial access and annually thereafter, with specific restrictions for individuals with convictions related to abuse, neglect, exploitation, or misappropriation. Contractors must comply with Commonwealth facility security procedures, infection control requirements, CDC guidance, and all applicable federal, state, and local standards.
All bidders must be registered in Pennsylvania's Vendor Master file and comply with mandatory certifications including the Lobbying Certification and Disclosure Form and the Iran Free Procurement Certification Form. No pre-bid conference is scheduled; written questions may be submitted to the issuing officer prior to bid opening, with responses posted as addenda on the eMarketplace website. Bids must be submitted electronically through the Commonwealth's procurement system (SRM) prior to the designated bid opening time.
