About this opportunity

Rowan-Cabarrus Community College is requesting bids for HVAC upgrades at its South Campus facility in Concord, North Carolina under an IFB, with sealed electronic bids due August 18, 2026 at 2:00 p.m. and a non-mandatory pre-bid conference and site visit scheduled for July 28, 2026 at 10:00 a.m. at Building S201 Room 107.

The scope consists of replacing two aging chillers (31 and 24 years old) with a modular, high-efficiency chiller system comprising three 80-ton machines; replacing air handling units in buildings S201 and S202 (original to the buildings and beyond anticipated service life); converting pneumatic controls to direct digital controls throughout the campus; and upgrading the Building Automation System software to the College standard. An alternate adds heat recovery capability to the chiller system to supply hot water for dehumidification control, reducing reliance on natural gas boilers. The work includes all labor, materials, equipment, and services necessary for construction. Digital plans and specifications are available from the designer, CMTA, Inc., beginning July 21, 2026.

The College will award the contract on a single-prime, lump-sum basis to a qualified mechanical contractor. All bidders must register with the North Carolina Electronic Vendor Portal prior to submission and execute the State of North Carolina's General Terms and Conditions. Contractors are subject to North Carolina General Statutes Chapter 87, Articles 2 and 4. A 5 percent bid bond is required. Contractors must submit the Identification of Minority Business Participation form with either Affidavit A or B; failure to complete constitutes grounds for bid rejection. Sealed electronic bids in PDF format (20 MB limit) must be submitted to collegeenvironment@rccc.edu. Payment is 95 percent of monthly estimates with final payment upon completion and acceptance. Bids may not be withdrawn for 60 days after the scheduled closing time. The College reserves the right to reject any or all bids and waive informalities.

Opportunity text

The work consists of furnishing all labor, materials, equipment, and services necessary for the construction of the project: The existing HVAC equipment, as indicated in project documents, is at the end of its statistical life expectancy and has become maintenance intensive. This project will replace two aging chillers (31 and 24 years), which serve the entire campus, with a modular chiller solution to minimize general construction impact. The project will also replace both the S201 and adjacent S202 building air handling units that are original to the buildings and beyond anticipated life. Replace remaining pneumatic controls, which are no longer well supported, will be replaced with direct digital controls. The Building Automation System software will also be upgraded to the College standard to enhance operation of the system. Replacement of the existing chillers with a modular high efficiency chiller will provide significantly better energy efficiency for the campus, add redundancy by having three 80-ton modular machines and lowering maintenance costs. An alternate is included which would add heat recovery to the new chiller and supply all hot water needed for dehumidification control instead of using natural gas boilers. Replacement of the air handlers will provide improved air quality within the spaces. Replacement of pneumatic controls and the building automation system software will provide better control and monitoring of the system.
