About this opportunity
The Energy Resource Center (ERC) is seeking competitive bids from licensed HVAC sub-contractors to provide weatherization and HVAC services for the Colorado Energy Office Weatherization Program in Lincoln County and surrounding northeastern Colorado counties. The procurement covers a one-year contract period from July 1, 2025, through June 30, 2026, focusing on residential HVAC repairs and installations for low-income households. Contractors will be responsible for tasks ranging from venting repairs to complete furnace replacements, with an expectation of servicing over 250 homes during the program year. Evaluation criteria will prioritize work quality (50%), overall pricing (20%), and production quotas (10%), with electronic proposal submissions required through the Rocky Mountain E-Purchasing System by the May 23, 2025 deadline. Key contractor requirements include providing work experience references, maintaining comprehensive insurance coverage, complying with local and state regulations, and completing work within 5 working days of receiving work orders.
While no specific set-aside designations are explicitly mentioned, sub-contractors must meet comprehensive qualification standards, including maintaining valid licensing and adhering to System for Award Management (SAM) guidelines. The contract offers a fixed pricing structure for the entire program year, with payments processed within 30 days of passing final inspection. Sub-contractors are required to warranty their materials and services for one year and must comply with confidentiality, equal opportunity, and anti-kickback regulations. The contract is not exclusive, allowing ERC to negotiate competitive pricing among multiple vendors. Though specific budget ranges are not provided, the scope suggests a substantial volume of work across multiple counties, with potential for significant annual contract value based on the projected service of over 250 residential units. The ERC, as a tax-exempt non-profit organization, operates under the State of Colorado Purchasing Agreement, which provides flexibility in procurement processes.
