About this opportunity

The Florida Department of Transportation (FDOT) is soliciting sealed bids for an HVAC Replacement project at the I-10 Madison Rest Areas located in Liberty County, Florida. The procurement is structured as an Invitation to Bid (ITB) seeking qualified contractors to replace existing HVAC systems, including complete removal and installation of new equipment such as AC/heat pump systems, VAV boxes, thermostats, building controls, ductwork, electrical components, and related infrastructure. Bidders must demonstrate a minimum of 3 years' experience in similar commercial HVAC projects and possess appropriate licensing and qualifications. The bid submission deadline is November 14, 2024, at 2:00 p.m., with a public bid opening scheduled for 2:30 p.m. at the FDOT District 2 Headquarters in Lake City, Florida. Evaluation criteria will focus on responsiveness, vendor qualifications, and submission of the lowest bid, with the contract to be awarded on a lump sum basis. The original contract term is 120 days, with potential renewal options for up to three additional years.

The solicitation emphasizes strict compliance with numerous civil rights and non-discrimination statutes, including Title VI of the Civil Rights Act, the Americans with Disabilities Act, and executive orders addressing environmental justice and limited English proficiency. Potential bidders must be registered in the MyFloridaMarketPlace system and provide a Scrutinized Companies List certification. While no specific set-aside designations are mentioned, the procurement includes comprehensive non-discrimination provisions that encourage participation from diverse business entities. Liquidated damages will be applied for failure to complete work within the specified contract timeframe. Though specific budget ranges are not explicitly stated, the project involves a comprehensive HVAC system replacement at multiple rest area facilities. Vendors must also agree to inspector general compliance requirements and incorporate specific subcontract obligations as outlined in Florida Statutes.
