About this opportunity

The City of Wichita is requesting bids for HVAC replacement at thirteen residential sites for the Housing & Community Services Department under RFB 260258, with bids due October 30, 2026 and a mandatory pre-bid conference and site walkthroughs on October 20 at 10:00 a.m. at 2002 E. Murdock. This project is federally funded under HUD initiatives and subject to Davis-Bacon wage requirements and Section 3 employment compliance, making prevailing-wage and low-income hiring a material constraint.

The scope covers removal and replacement of existing HVAC systems (furnace, outdoor condensing unit, and A-coil) at scattered single-family residential properties on East Murdock and East Poplar Streets, ranging from 982 to 1,127 square feet. New equipment must include an 80,000 BTU, 1-stage, 96% AFUE gas furnace paired with a minimum 14 SEER (SEER2 compliant) air-conditioning system using R-32 A2L refrigerant. The contractor must obtain all mechanical and trade permits from the Metropolitan Area Building and Construction Department and pay all associated permit fees. Work must be completed within thirty calendar days from Notice to Proceed, with liquidated damages assessed at $100.00 per incomplete location per day for delays. The contractor must provide a one-year workmanship warranty and ensure equipment registration for minimum five-year parts limited-warranty coverage.

Bidders must submit a bid bond equal to 5% of the bid amount issued by a U.S. Treasury Department-approved, Kansas-licensed bonding company. The successful contractor must furnish a performance bond and labor and material payment surety bond, each equal to 100% of the contract total. Commercial general liability insurance must include minimum $1,000,000 per occurrence and $2,000,000 annual aggregate limits; comprehensive automobile liability; workers' compensation per statute; and employers' liability of $1,000,000 per accident. The contractor must be properly licensed by the City of Wichita or State of Kansas before contract execution. Questions are due October 21 at 5:00 p.m. Central Time. Award is anticipated for City Council approval on November 10, 2026.
