About this opportunity
The Texas Health and Human Services Commission is requesting bids on HVAC parts and supplies for the Corpus Christi State Supported Living Center under IFB HHS0017825, with bids due August 14, 2026 at 10:30 AM Central Time.
The procurement is structured as a blanket purchase order covering twelve line items of HVAC components including foil tape, aluminum tape, capacitors, PVC and sweat fittings, insulation tape, a condenser fan motor, and belts — each requested in one unit, with freight quoted separately. Delivery must occur within 14 days after receipt of order, F.O.B. Destination with freight prepaid and included in the total bid price. Bidders must submit completed pricing on the required Exhibit C Pricing Sheet as firm, fixed prices for the entire contract life. Price adjustments are not automatic; HHSC may permit them at sole discretion based on the Consumer Price Index using a specified formula with supporting documentation, or upon request for Federal Minimum Wage increases with appropriate documentation. Contractors must immediately implement any price decreases that become available.
The historical monetary value for the same or similar goods for the period September 1, 2025 through August 31, 2026 was $50,000. The anticipated contract start date is September 1, 2026, with an initial term running through August 31, 2027. HHSC reserves the right to extend the contract for up to one additional year.
Evaluation criteria are the bidder's ability to meet or exceed specifications and delivery requirements, past vendor performance verified through the Comptroller of Public Accounts Vendor Performance Tracking System and other sources, demonstrated experience and financial capability, and price. HHSC will award to the bidder offering the best value to the State of Texas and is not obligated to select the lowest-priced response. Questions are due August 7, 2026, with responses posted as addenda by August 10. Bidders may submit a voluntary HUB Subcontracting Plan but it is not required for award consideration. Responses must be submitted in the HHS Online Bid Room or by in-person delivery to the HHS Procurement and Contracting Services office at 1100 W. 49th Street, Austin, Texas.
