About this opportunity

The City and County of San Francisco, Office of the City Administrator, Real Estate Division, is seeking licensed C-20 Warm-Air Heating, Ventilation and Air-Conditioning Contractors for an HVAC master agreement to perform building maintenance and repair work on an if-and-as-needed basis, with continuous acceptance through May 28, 2032. C-4 and C-38 licensure are preferred. This is a continuous-intake solicitation with no fixed proposal deadline — contractors may submit requests for master agreement inclusion at any time through the closing date.

Local Business Enterprise (LBE) subcontracting participation is set at 7.5% for the professional services portion, with availability targets of 3.2% for Minority Business Enterprises (MBE), 0.9% for Woman Business Enterprises (WBE), and 3.4% for Other Business Enterprises (OBE). The City notes the reduced subcontracting requirement reflects limited availability of qualified contractors trained by manufacturers of proprietary equipment.

The scope encompasses maintenance and repair of mechanical and control systems in City-owned buildings, including energy-efficient and proprietary equipment integration, and building management control system programming. Contractors must possess manufacturer training and green building expertise specific to existing building proprietary equipment and energy efficiency programming capabilities. Eligible subcontractors include C-4, C-20 Non-Specialized, C-10 (Electrical), Hazardous Materials, C-2 (Insulation/Acoustical), C-43 (Sheet Metal), and Trucking & Hauling contractors.

Work shall conform to San Francisco Administrative Code Chapter 6, Section 6.70 public work requirements, including subcontracting, insurance, bonds, indemnity, and prevailing wage obligations. The master agreement term does not exceed five years. When work becomes available, at least three C-20 contractors will be randomly selected to submit competitive quotations, with the lowest responsive bid awarded the Contract Service Order. Contractors should submit a cover letter and completed Contractors Questionnaire demonstrating licensing, qualifications, experience, and certifications to realestateadmin@sfgov.org or by mail.
