About this opportunity

The Township of Woodbridge, New Jersey, is soliciting sealed bids for HVAC maintenance across all township-owned buildings, with a non-mandatory pre-bid site visit on November 12, 2026 at 10:00 a.m., written questions due November 13, 2026 at 12:00 p.m., and sealed bids due November 20, 2026 at 10:00 a.m. The project is funded by the township and is subject to prevailing wage, New Jersey Public Work Contractor Registration, and affirmative action requirements under N.J.A.C. 17:27 and N.J.S.A. 10:5-31 et seq.

Scope includes monthly service for server room units within the base bid, a detailed report for each piece of equipment submitted within three working days of each inspection, and an inspection tag on each unit listing the date, technician name, and inspection type. Seasonal startup and switchover are included, with the winter-to-summer changeover coordinated by March 30 and the summer-to-winter changeover by September 30. Emergency calls require telephone response 24 hours a day, seven days a week, within one hour, with qualified staff on site within four hours. Failure to respond within one hour is grounds for immediate termination. Inspections must avoid interfering with occupant activities, which necessitates after-hours work. Technicians must sign in, carry photo identification, and wear readily identifiable clothing, and MSDS forms must be provided for all chemicals used.

The initial term is one year from the Notice to Proceed, with an owner option to extend for two additional years on 60 days' notice. Bidders must submit a bid bond or certified check equal to 10% of the total bid price, not to exceed $20,000, with a Consent of Surety confirming availability of performance and payment bonds for the full bid amount. The awardee must furnish performance and payment bonds equal to 100% of the awarded bid and, before bond release, a maintenance bond of 25% to 100% of the final contract amount, depending on contract value, valid for two years after completion. Insurance Level B applies, including commercial general liability and comprehensive automobile liability each at $1 million combined single limit, plus New Jersey statutory workers' compensation.

The contract will be awarded to the lowest responsible and responsive bidder, and the township reserves the right to reject any or all bid packets. Award or rejection occurs within 60 days after bid opening. Bid packets are received by Purchasing Agent Jennifer Burns at the Township of Woodbridge Memorial Municipal Building, One Main Street. The site visit begins at the Woodbridge Community Center, 600 Main Street, with walkthroughs at additional township buildings. Written questions go to T&M Associates at tcangialosi@tandmassociates.com.
