About this opportunity

Orange County, California, Sheriff-Coroner is requesting competitive bids for HVAC duct repair and replacement services on an as-needed basis across Orange County Sheriff facilities under IFB-060-3145003-CF, with bids due November 16, 2026 at 4:00 p.m. Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certified bidders receive a five percent preference deduction in bid price for evaluation purposes; certification as both yields an eight percent preference.

The scope encompasses inspection, testing, cleaning, sealing, and corrective maintenance of HVAC supply, return, and exhaust air ductwork; fittings; dampers; registers; diffusers; insulation; and related components at multiple facilities, performed in accordance with SMACNA and ASHRAE standards and all applicable state, federal, and local regulations. The contractor must provide emergency services twenty-four hours a day, seven days a week, year-round, with response within one hour of emergency request and qualified technicians on-site within four hours. Scheduled services operate during normal hours (7:00 a.m. to 5:00 p.m., Monday through Friday). Some service locations require four-wheel-drive vehicles due to challenging access, including remote mountain facilities. The contractor must coordinate across four regional shop locations (North, Central, South, and External Support) and develop a detailed scheduled maintenance plan for County approval prior to work commencement.

Pricing uses hourly labor rates with separate rates for Monday through Friday daytime, nighttime, Saturday, Sunday, and holiday hours, plus reimbursement percentages for materials and specialized equipment rental. Bid prices must remain firm for the entire contract term with no profit increases permitted; price decreases automatically extend to the County. Bids are valid for 365 days following closing.

The contractor must hold a valid California C-20 Warm-air, Ventilation and Air-Conditioning Contractor license, provide a DUNS number and UEI number prior to award, maintain comprehensive insurance (including $1,000,000 commercial general liability), and warrant all labor and materials for a minimum of ninety days after completion. The initial contract term is three calendar years beginning February 25, 2027, with no automatic renewal. The County reserves the right to make multiple awards or apportion requirements among multiple bidders. Questions must be submitted through the County's online bidding portal by October 19, 2026 at 4:00 p.m. Only electronic bids submitted through the County's eProcurement Portal will be accepted.
