About this opportunity
The University of Texas Health Science Center at San Antonio is issuing Request for Proposal (RFP) 745-26-P23 for HVAC and Sheet Metal Services to be provided on an as-needed basis within Bexar County, Texas. The procurement seeks qualified contractors to provide comprehensive heating, ventilation, and air conditioning system installation, maintenance, repair, and fabrication services, along with HVAC ductwork services for various sized projects. Proposers must submit detailed hourly rates for seven labor classifications: Sheet Metal Duct Mechanic, Journeyman HVAC Installer, Skilled Apprentice, Welder, Certified Technician, and Refrigeration Technician, along with a percentage factor for after-hours work (after 5:00 p.m. Monday through Friday and weekends) and a mark-up rate for non-proprietary materials and equipment. Minimum qualifications include five years of commercial HVAC and sheet metal services experience, provision of competent licensed technicians, evidence of insurance coverage, and demonstrated financial capability to undertake multiple projects. The University will evaluate proposals using a 50 percent weighting for cost, with the remaining 50 percent distributed among proposer experience in higher education and healthcare environments (20 percent), ability to perform services (10 percent), staff qualifications (10 percent), and exceptions to terms and conditions (10 percent). The initial contract term is two years, beginning April 1, 2026, and expiring March 31, 2028, with options for two additional one-year renewals. Critical deadlines include a question deadline of 5:00 p.m. Central Standard Time on Friday, February 13, 2026, and a proposal submission deadline of 3:00 p.m. CST on Thursday, February 26, 2026, via the Bonfire online system; no pre-submittal conference, site visit, or public opening is scheduled.
The RFP includes a mandatory Historically Underutilized Business (HUB) Subcontracting Plan (HSP) requirement, obligating prime contractors to document subcontracting opportunities and demonstrate good faith efforts to engage HUB entities as defined in the Texas Certified HUB Directory. Contractors must submit the HSP concurrent with their proposals by 3:00 p.m. on February 26, 2026, and comply with ongoing monthly Progress Assessment Reports throughout the contract period documenting all HUB and non-HUB subcontractors engaged, amounts awarded, and payments made. The Business Associate Agreement and FERPA Confidentiality and Security Addendum impose stringent data protection requirements, including HIPAA compliance, HITECH Act requirements, and Family Educational Rights and Privacy Act (FERPA) compliance, with prohibitions on using Protected Health Information for artificial intelligence training and mandatory breach notification within five to ten business days depending on incident type. The University is exempt from Texas Sales and Use Tax and offers payment terms of net 30 days pursuant to the Texas Prompt Payment Act, accepting electronic funds transfer methods including automated clearing house (ACH) payments. The contract contemplates potential use by other University of Texas System institutions under group purchasing authority. No specific budget or award value is listed in the procurement documents.
