About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking qualified firms to provide a comprehensive Human Resources/Organizational Development Assessment. This Request for Proposal (RFP) requires a selected vendor to conduct a detailed organizational analysis of MoDOT's existing structure, develop a proposed new organizational structure, and create a succession plan with accompanying organizational change management tools. The project's key deliverables include a final report of findings and recommendations to be submitted by June 28, 2018. Proposals will be evaluated across five specific criteria: experience and reliability (20 points), qualifications of key personnel (25 points), proposed method of performance (30 points), proposed fee (20 points), and overall clarity and quality of the proposal (5 points). The RFP was issued on February 9, 2018, with proposal submissions due by March 1, 2018 at 2:00 PM Central Standard Time, and vendor questions were required to be submitted by February 16, 2018. The contract period will run from the notice to proceed (anticipated on or after April 5, 2018) through June 28, 2018, with no renewal options available.
The RFP encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific target participation goals of 10% MBE and 5% WBE. Vendors must be registered in the MissouriBUYS system to access full solicitation details and submit proposals, which can be done electronically or via five hard copies. The project has a not-to-exceed budget of $248,500, with detailed billing requirements mandating spreadsheet submissions that itemize work by date, individual, hourly rate, activity code, service description, and time units. Successful bidders must provide proof of insurance coverage, including $500,000 per person/$3,000,000 aggregate for general and automobile liability. The contract will require comprehensive documentation, verification of employee work eligibility, and compliance with various state and federal procurement regulations. Subcontractors are permitted, subject to MHTC approval, and the ultimate vendor selection will be based on providing the most advantageous proposal to MoDOT.
