About this opportunity
Workforce Solutions Rural Capital Area (WSRCA), a nine-county regional workforce development nonprofit in Texas, is soliciting qualifications for Human Resources-Payroll-Benefits Brokerage Services under RFQ 320-15-2604, with proposals due October 16, 2026 at 11:00 p.m. CST via the Bonfire portal. A 5-point Texas VetHUB bonus is available; proposals must achieve a minimum overall score of 70 points to advance to oral interviews tentatively scheduled for October 23, 2026.
The scope encompasses five modular service areas: core HR services and compliance, payroll administration, benefits brokerage for health and retirement plans, performance management systems, and learning management systems. Proposers may respond to all services or offer partial solutions provided they identify alternatives for services not included. WSRCA currently uses G&A Partners/WorkSight for HR and payroll administration with a separate 401(k) administrator (TransAmerica); the organization has 31 total employees (29 salaried, 1 hourly), 26 enrolled in health insurance, and a 2024 turnover rate of 6.4%.
The contract is fixed-price for one year beginning January 1, 2027 through December 31, 2027, with options for WSRCA to renew annually for up to four additional one-year periods (five years total) at its sole discretion. Renewals are contingent on contractor performance, compliance, and fund availability. WSRCA's annual revenues are approximately $59 million, over 98% derived from federal and state funding through the Texas Workforce Commission; contract funding is contingent upon state and federal appropriations, and WSRCA reserves the right to terminate early without penalty if funding is reduced or terminated.
Evaluation emphasizes cost competitiveness (25 points), demonstrated capability and qualifications (30 points), experience with similar projects (15 points), implementation ease (15 points), and integration and scalability (15 points). An anticipated award announcement is scheduled for October 28, 2026. Nellie Reyes, Director of Procurement & Contract Administration, is the point of contact.
