About this opportunity
Workforce Solutions Rural Capital Area (WSRCA) Board is requesting qualifications for Human Resources, Payroll, and Benefits Brokerage Services, an RFQ with proposals due October 16, 2026 at 11:00 PM CST via the Bonfire portal and written questions due October 2, 2026.
WSRCA is a nonprofit workforce development board serving nine Texas counties. Proposers may respond to all or a subset of five service modules: core HR and compliance, payroll administration, employee benefits brokerage (health and retirement), performance management systems, and learning management systems. Vendors must provide options for any services not included in their proposals. The vendor will assess WSRCA's current benefit options, identify consolidation and design-change opportunities aligned with the board's benefit strategy, and partner with the internal HR team. WSRCA operates with 31 employees (29 salaried, 1 hourly, all full-time) and currently contracts with G&A Partners for HRIS/payroll under an Administrative Services Organization model; current benefits include fully insured medical through BCBS, vision and dental through Sunlife, life insurance, disability, FSA, and ancillary services.
The contract is a fixed-price arrangement with a one-year initial term from January 1 through December 31, 2027, and four optional one-year renewal periods not to exceed five years total. All costs for service delivery must be included in the proposer's budget submission. Funding is contingent on state funding availability and receipt of sufficient program funds from the Texas Workforce Commission and other WSRCA sources.
Evaluation is weighted: demonstrated capability and qualifications (30 points), demonstrated experience with similar projects (15 points), ease of implementation (15 points), integration and scalability (15 points), and cost competitiveness (25 points), with a 5-point bonus for active Texas VetHUB certification. A minimum score of 70 is required for consideration. Tentative oral interviews and award announcement are scheduled for October 23 and October 28, 2026, respectively. Nellie Reyes, Director of Procurement & Contract Administration, manages the solicitation.
