About this opportunity
The City of Decatur, Georgia is requesting proposals for a Human Resources Information System (HRIS) to serve approximately 240 full-time employees across seven departments, with sealed proposals due September 3, 2026 at 4:00 p.m. at the City Manager's Office. A pre-bid meeting is scheduled for August 12, 2026 at 3:00 p.m. (optional, virtual and in-person attendance available).
The City seeks to replace its current ADP Workforce Now system with a cloud-based, single integrated platform addressing core HR functions: timekeeping and attendance with support for Fire Department FLSA Section 7(k) compliance (56-hour shifts, 28-day work periods) and Police Department comp time automation; payroll processing or integration with Microsoft Dynamics GP; leave management with electronic workflows; recruiting and applicant tracking; onboarding; performance management; benefits administration with digital open enrollment and carrier data bridges; reporting and analytics; Learning Management System; and mobile applications for iOS and Android. Critical technical requirements include cloud-based architecture, role-based access controls, single sign-on capability, multi-factor authentication, SOC 2 Type II certification or equivalent, integration with PowerDMS for Police certifications and training, and dedicated account management with guaranteed response times for critical issues.
The City prefers a three-year initial contract with optional renewal years. Implementation kickoff is estimated for January 2027. Evaluation criteria weight ability to meet objectives (30%), ease of use (25%), customer support model (20%), interfaces and integrations (15%), and price (10%). Respondents must comply with Georgia's Illegal Immigration Reform and Enforcement Act and E-Verify participation requirements. Written questions are due August 19, 2026. Shortlisted firms will be notified by September 12, 2026, with vendor demonstrations and interviews scheduled September 29–October 2, 2026. Anticipated award date is October 19, 2026.
