About this opportunity
The Ohio Department of Natural Resources is issuing a Request for Quotation (RFQ) for the installation of one small playground and one large playground at Hueston Woods State Park, located in College Corner, Ohio. The procurement is managed by the State of Ohio on behalf of Sandusky County and involves the design and installation of two distinct playground systems with comprehensive equipment and safety features. The large playground at the nature center must accommodate a minimum of 60 users and include a primary playground set for ages 5-12 with platforms ranging from 24" to 96" in height, roof coverage, multiple slides of varying heights (24", 32", 72", and 96"), alternative climbers, rope/cable climbers, and activity panels; a secondary playground set for ages 2-5 with platforms, roof coverage, slides, alternative climbers, and musical features; a freestanding swing set with four swing positions; rock climbing panels; and nature-themed play structures. The small playground at the horse camp area must accommodate a minimum of 20 users and include a primary playground set for ages 5-12 with platforms, roof coverage, one alternative climber, slides, and activity panels, plus a freestanding swing set with four swing positions. Both playgrounds must feature 9-inch deep wood mulch fall protection with containment bumpers, comply with CPSC standards, incorporate nature-inspired color schemes in green, brown, or tan, and include 10-year minimum warranties for non-moving components. Prospective bidders are required to conduct a mandatory site visit prior to submission by contacting park manager Kathryn Conner at 513-260-4445 to arrange a meeting available Tuesday through Saturday between 8:30 a.m. and 5 p.m., with delivery and installation to be coordinated at 513-523-6347 ext. 6. The bid due date is February 11, 2026, and award will be made to the lowest responsive and responsible bidder based on low lot total calculations; bidders must bid all items to be considered responsive. The project is federally assisted and subject to applicable federal laws and regulations, including prevailing wage standards under the Davis-Bacon Act and federal nondiscrimination requirements.
The State of Ohio emphasizes the use of Minority Business Enterprises (MBE) and Encouraging Diversity, Growth and Equity (EDGE) vendors but has not designated this procurement as a set-aside opportunity restricted to these entities. All contractors must comply with Ohio's Standard Terms and Conditions, including maintaining commercial general liability insurance of at least $2,000,000 per occurrence and workers' compensation insurance, adhering to drug-free workplace policies, and obtaining debarment certifications. Contractors are required to complete and submit an Affirmation and Disclosure Form confirming that services will be performed in the United States, that no state data will be stored offshore, and that services will not be performed for Russian institutions or companies without a duly signed waiver from the State. Bidders and suppliers must register on the OhioBuys procurement platform at https://ohiobuys.ohio.gov with a valid OH|ID to submit bids and conduct all procurement activities. No specific budget range or award value is disclosed in the solicitation documents; however, the contract value will be determined by the bidder-submitted unit costs multiplied by estimated usage and summed across all line items. The awarded contractor must sign an Addendum to Bid Quote or Personal Services Agreement prior to contract execution and submit invoices directly to Financial Shared Services at invoices@ohio.gov or by mail, excluding Ohio sales tax and including the purchase order number, itemized services and materials, and service completion dates.
