About this opportunity
The County of Peoria Purchasing Division is soliciting qualifications through RFQ #30-02-26 for the HUD Lead Hazard Control and Healthy Homes Project FY27, with sealed proposals due November 10, 2026 at 2:00 p.m. at the Peoria County Courthouse. The Peoria City/County Health Department administers the program. The question deadline of November 4, 2026 has passed. The RFQ names no set-aside, preference, or sole-source provision.
Qualified contractors will perform lead paint hazard control and residential repairs on an estimated 240 properties across Peoria County, Illinois, funded by $6 million in HUD supplemental funding, with completion required by September 30, 2028. Required credentials include an Illinois Lead Abatement Contractor License, a current EPA Lead-Safe Certified Firm (RRP) license, and licensed lead supervisors and workers. Contractors must also hold a City of Peoria EEO Annual Certificate of Compliance and carry comprehensive general liability insurance of at least $1 million per occurrence, with the Peoria City/County Health Department named as additional insured, plus workers' compensation coverage. Work must follow HUD, EPA, OSHA, and Illinois Department of Public Health standards, including containment, wet scraping and sanding, occupant exclusion from containment areas, and disposal of lead debris in a municipal solid waste landfill.
Pricing is itemized across 45 HUD lead paint mitigation items, such as window replacement, door installation, paint stabilization, and enclosure work, and 10 healthy homes items, such as roof repair, radon mitigation, and structural repairs. Individual project assignments follow either lowest-quote methodology or contractor rotation with negotiated costs. The contract term runs January 1 through December 31, 2027. Contractors must begin accepted projects within 15 days and complete them within 10 business days, with clearance testing required before payment. A failed clearance carries a $100 fee and requires re-testing within three days. Repeated violations trigger a Stop Work Order and three-year removal from the program. Payment is issued within 30 business days of clearance confirmation upon submission of signed invoices and lien waivers.
