About this opportunity

The California High-Speed Rail Authority is requesting bids on industrial door, residential door, and rollup door maintenance and repair services across six Central Valley counties (Merced, Madera, Fresno, Tulare, Kern, and Kings), with bids due August 25, 2026 at 2:00 PM and a public bid opening at the same date and time. The procurement carries a 25 percent Small Business utilization requirement (inclusive of 3 percent for Microbusinesses) and a 3 percent Disabled Veteran Business Enterprise participation requirement.

The scope includes scheduled and emergency labor, supervision, equipment, and materials for installing, repairing, and replacing industrial door locks, handles, exit panic/push bar devices, and rollup doors at Authority-owned residential and commercial properties. Services are performed Monday through Friday, 8:00 AM to 5:00 PM, with nine-business-hour response for regular calls and two-hour response for emergency calls. The contractor must hold valid California Contractor State License Board licenses (C61/D28 for doors, gates, and activating devices; C60 for welding) and maintain current Department of Industrial Relations registration as a public works contractor if the bid exceeds $25,000. Prevailing wage requirements apply under California Labor Code Sections 1770–1776. Pricing is established on an actual-cost basis using loaded hourly billing rates.

The contract term runs September 1, 2026 through August 31, 2028, with an Authority option to extend for twelve additional months. Bidder security equal to 10 percent of the total bid amount is required if the bid exceeds $461,000. Performance and payment bonds equal to 100 percent of the contract amount are required if the bid exceeds $10,000 and $25,000, respectively. Commercial general liability, automobile liability, and workers' compensation insurance with minimum limits of $1 million are mandatory, with the State of California named as additional insured. Written questions are due August 14, 2026 at 5:00 PM, with responses released by August 19, 2026.
