About this opportunity
The California High-Speed Rail Authority has issued a Request for Proposals (RFP) for a Multiple Award Task Order Contract (MATOC) seeking qualified contractors to perform repair and minor construction activities across six central California counties: Merced, Madera, Fresno, Tulare, Kings, and Kern. The procurement is designed to establish three contractor pools: one for large businesses covering the entire geographic region, one for small businesses with varying geographic scopes, and one for authorized utility relocation contractors. Proposers will be expected to provide comprehensive repair and construction services on a task order basis. The RFP release date is September 30, 2025, with a virtual industry forum scheduled for October 10, 2025, at 10 a.m. Pacific Time. Critical dates include a proposer inquiries deadline of October 24, 2025, at 5 p.m. Pacific Time, authority responses posting on November 14, 2025, and a proposal submission deadline of December 5, 2025, at 4 p.m. Pacific Time. Interested parties can submit questions to Emily A Morrison at ContractAdministration@hsr.ca.gov.
The procurement specifically seeks responses from a diverse range of business entities, with explicit encouragement for Small Business (SB), Small Business for Public Works (SB-PW), Disadvantaged Business Enterprise (DBE), and Disabled Veteran Business Enterprise (DVBE) participation. The solicitation aims to create an inclusive contracting environment that provides opportunities for businesses of various sizes and backgrounds. While specific award values are not detailed in the provided documentation, the MATOC structure suggests multiple awards across the three identified contractor pools. The geographic scope spans multiple jurisdictions including Kingsburg City, Merced City, Kings County, Tulare City, and Madera Ranchos CDP, indicating a comprehensive regional approach to infrastructure maintenance and construction. The procurement appears designed to establish a flexible, multi-year contracting mechanism that can rapidly deploy repair and construction resources across the California High-Speed Rail Authority's service area.
