About this opportunity
The Texas Department of Public Safety is requesting bids on headquarters chilled water services under IFB 26R0023728, with proposals due August 13, 2026. The scope encompasses operation, maintenance, and provision of chilled water across ten chilled water systems distributed across multiple state buildings including headquarters, data center, training facilities, DNA Lab, and Crime Lab, plus four cooling tower systems (approximately 1,200 tons total capacity), four low-pressure steam boilers (approximately 158 BHP combined), and eleven hot water systems serving various state administrative and law enforcement facilities.
The contractor must demonstrate technical capability to operate and maintain industrial-scale chilled water systems and provide 24/7 operational support. Performance standards include continuous monitoring and operation of chilled water loops, maintenance of specified water temperature and system pressure parameters, emergency service response, preventive maintenance schedules, and water treatment compliance with applicable state and local regulations. Detailed cost breakdowns are required for base operations, maintenance activities, emergency service calls, and system upgrades or modifications. The contract establishes performance metrics and service level agreements with penalties for non-compliance.
Vendors must submit completed responses through the DPS Online Bid Room; registration can take up to two business days. All responses must include executed certifications and information forms covering HUB status, state preferences, child support certification, debarment verification, ethics and conflict-of-interest disclosures, equal employment opportunity compliance, cybersecurity training acknowledgment, and prohibitions against business engagement with Iran, Sudan, terrorist organizations, and foreign adversary countries. Failure to sign and submit the completed certification form may result in disqualification.
DPS retains the right to terminate the contract for convenience with 30 days' written notice and makes no guarantee of minimum compensation. Personnel performing work at DPS facilities must pass fingerprint-based criminal background investigations. The contract is subject to audit by the State Auditor's Office, with records retention required for seven years after termination.
