About this opportunity

The Texas Department of Public Safety is requesting bids on emergency and preventative roof repairs and exterior waterproofing maintenance at its Headquarters in Austin and Training Facility in Florence, with bids due July 17, 2026, and mandatory pre-bid site visits on June 25 (Austin) and June 29 (Florence). Contractors must comply with Historically Underutilized Businesses (HUB) participation requirements under Texas Government Code Chapter 2161 and submit a HUB subcontracting plan detailing good faith efforts to engage small businesses, WBEs, MBEs, and HUBZone firms.

The scope encompasses comprehensive roof inspection, damage identification, repair of roofing materials, component replacement, and preventive maintenance to extend roof operational life. Work must meet manufacturer specifications, applicable building codes, and industry standards. Service call response times are one hour for emergency calls and 48 hours for warranty calls, with resolution required within 30 days. All work must comply with prevailing wage rates under Texas Government Code Chapter 2258.

The contract term is five years from September 1, 2026, through August 31, 2031, with DPS reserving the right to extend for an additional six-month period. Evaluation will follow the best-value standard under Texas Government Code 2156.007, incorporating vendor performance scores from the Vendor Performance Tracking System; bidders scoring below a C rating or carrying unsatisfactory ratings, corrective action plans, or cancelled purchase orders will be disqualified.

Bidders must provide audited financial statements for the previous two years or a Dun & Bradstreet report, evidence of financial capacity, and criminal history background investigations for personnel at contractor expense. For contracts exceeding $100,000, a performance bond is required; for contracts exceeding $25,000, a payment bond is required, with costs included in the bid. DPS retains 10% retainage from final payment until work acceptance and warranty documentation are provided. Questions are due July 8, 2026, with responses anticipated by July 13. Award is anticipated July 24, 2026. Bids must be submitted electronically to DPS_Solicit_Response@dps.texas.gov or via the DPS Online Bid Room by 5:00 P.M. Central Time.
