About this file

This is a vendor information guide issued by the Texas Department of Public Safety (DPS) for solicitation responses submitted through the DPS Online Bid Room system. The document provides instructions for vendors interested in bidding on the HQ and Training Facility Roof Repairs and Maintenance contract opportunity in Texas. The guide outlines the two-step registration process required for vendors to access the online bidding platform, including initial registration at the DPS vendor management portal followed by receipt of login credentials via email. Vendors are advised to allow sufficient time for the registration process, which can take up to two business days, to ensure timely submission of their bids before the response due date specified in the solicitation package. The document emphasizes that all solicitation responses must be submitted in the form and manner described in the solicitation package, and failure to adhere to these requirements may result in disqualification.

The DPS Online Bid Room is presented as an optional submission method, and vendors may alternatively submit responses through other methods identified in the solicitation package. The document clarifies that technical difficulties or delays in the optional online bidding system do not constitute grounds for protest of a contract award. Vendors are directed to review all exhibits and the complete solicitation package carefully before submitting responses and are provided with access to additional resources including a vendor tutorial, user guide, frequently asked questions, and technical support contact information to facilitate successful bid submissions. The document reiterates that late solicitation responses will not be accepted and that submission confirmations received through the online system require no additional confirmation of receipt.
