About this opportunity

The Colorado Division of Parks and Wildlife is requesting bids for the Government Creek OHV Trail Reroute project (SF2501T11) in State Forest State Park, Jackson County, with bids due August 12, 2026 at 11:00 a.m. and an optional pre-bid conference on August 4 at the project site.

Service Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the U.S. Department of Veterans Affairs receive a 5% bid preference. Bidders must be registered to do business in Colorado and obtain a Certificate of Good Standing from the Secretary of State.

The scope includes rerouting and stabilizing a portion of the Government Creek OHV Trail through creation of 2,025 linear feet of general road, 250 linear feet of 50-inch ATV trail, armored tread installation (1,600 square feet), riprap protection (2,100 square feet), 19 check dams, 480 linear feet of post and cable fencing, one width restrictor gate, and site restoration with broadcast seeding. The finished ATV trail tread width shall be 55 inches. The Project Manager will stake trail alignment prior to construction; compaction testing is not required but contractors should compact trail tread to the greatest extent possible.

Bids under $150,000 will be issued as a Purchase Order; bids of $150,000 or greater require execution of a contract and submission of a Performance Bond and Labor and Materials Bond (100% of contract price). No bid bond is required. Payment is made at unit prices upon completion of each item, with mobilization paid in two installments (60% on the first month's pay estimate, 40% after final cleanup and approval). Several bid items include a 10% contingency to design quantities.

The contract performance period is 60 calendar days from Notice to Proceed, with substantial completion scheduled for October 31, 2026. Liquidated damages of $100 per day apply for work not completed within contract time. Davis-Bacon prevailing wage rates do not apply. Required insurance includes Commercial General Liability, Automobile, Workers Compensation, and Pollution Liability ($1,000,000 minimum per category) with the State of Colorado and Colorado Parks and Wildlife named as additional insureds. Written questions are due August 7, 2026 at 11:00 a.m. Bids are submitted via email to eric.blake@state.co.us or delivered to the Northwest Region Office, 711 Independent Avenue, Grand Junction, Colorado.
