About this opportunity

The State of West Virginia Department of Administration Purchasing Division, on behalf of the Division of Highways District Ten in Mercer County, is soliciting competitive bids for a one-time purchase of HP 10 X 42 steel piling through a Central Purchase Order Request for Quotation (CRFQ) issued June 23, 2015. The procurement seeks 210,000 pounds of HP 10 X 42 steel piling, consisting of 125 pieces at 40 feet in length, with delivery required to the Division of Highways District Ten at 270 Hardwood Lane, Princeton, West Virginia 24740. All steel piling must meet AASHTO M270 grade fifty (50) specifications as outlined in the West Virginia Department of Transportation standard specifications for roads and bridges (2010). The contract award will be made to the vendor providing the required materials at the lowest overall total cost, with delivery required within thirty (30) working days after contract award and receipt of a purchase order. Vendors must submit bids electronically through eWVOASIS or via hand delivery to the Department of Administration Purchasing Division at 1900 Washington Street East, Charleston, WV 25305 by July 22, 2015 at 1:30 PM, with a mandatory pre-bid meeting required for bid eligibility. Written questions must be submitted at least five business days prior to the scheduled pre-bid meeting. Misty Delong, the assigned buyer, can be contacted at (304) 558-8802 or misty.m.delong@wv.gov for additional information regarding this procurement.

The solicitation is available to all qualifying vendors without specific set-aside designations for disadvantaged enterprises; however, vendor preference certificates are available to qualifying resident vendors, veteran vendors, and non-resident small, women- and minority-owned businesses that are properly certified by the Purchasing Division, with preference percentages ranging from 2.5% to 5% for residents and 3.5% for veterans. All vendors must comply with a mandatory Purchasing Affidavit certification under W.Va. Code 5A-3-10a, affirming under penalty of law that neither they nor related parties owe debts exceeding one thousand dollars in aggregate to the state or its political subdivisions, nor are they in employer default as defined by state workers' compensation regulations. Prior to contract award, the apparent successful vendor must provide a bid bond in the amount of five percent of the total bid and a performance bond of one hundred percent of the contract value. All contract items must be delivered F.O.B. destination, with unacceptable items returned at vendor expense within five days or the vendor must reimburse the agency for delivery expenses. The solicitation does not specify an award value or budget range, and payment will be made in accordance with West Virginia state purchasing procedures, accepting West Virginia purchasing cards (Visa) as the payment method with no advance payment permitted.
