About this opportunity
The Illinois Secretary of State is soliciting sealed bids for ADA snow melt and lighting ramp repair services at the Howlett Building located at 501 South 2nd Street, Springfield, Illinois 62756, in Sangamon County. This Invitation for Bid (IFB 26PS729023) requires comprehensive replacement and repair of the building's exterior ramp snow melt system and associated lighting infrastructure. The scope of work includes removal of the existing electric cable snow system and concrete walk with heating cables and steel decking; installation of new galvanized steel decking with reinforced concrete; installation of new snow melt cables in seven designated zones positioned two inches below the surface using a Delta-Therm snow melt system; replacement of control and contactor panels in the basement electrical shop; installation of new moisture and air sensors; replacement of six existing ramp lighting fixtures with new incandescent lamp holders and LED lamps; and reinstallation of existing handrails, guardrails, and posts while preserving existing limestone walls and granite flooring. All work must comply with National Electrical Code standards and include new 6x6-W4.0xW4.0 welded wire fabric and #4 rebar at 12-inch spacing. Bidders must be pre-qualified by the Illinois Capital Development Board, possess documented seven years of experience in snow melt system repairs, comply with the Illinois Works Jobs Program Act and Illinois Works Apprenticeship Initiative, and have a company representative attend the mandatory pre-bid meeting on April 6, 2026 at 10:00 a.m. at the project site. All work must be performed during normal business hours (7:00 a.m. to 5:00 p.m., Monday through Friday) unless pre-arranged. Bids must be submitted electronically through BidBuy no later than April 22, 2026, with bid firm time of 180 days from opening. The contract has an initial two-year term upon execution with a maximum total term not to exceed ten years including renewal options, effective from December 30, 2025 through November 30, 2026. The State will award the contract to the responsive and responsible bidder submitting the lowest price, provided the price is determined fair and reasonable and within budget.
Bidders must submit either the standard Vendor Disclosure form (v. 24.1) for vendors not registered in the Illinois Procurement Gateway or the IPG Active Registered Vendor Disclosure form for vendors with active registration; failure to submit the appropriate disclosure documentation may render a bid non-responsive and result in disqualification. For contracts valued over $100,000, vendors must submit a detailed Financial Disclosures and Conflicts of Interest form addressing ownership structures, distributive income, lobbyist representation, and potential conflicts of interest. All awarded vendors are required to maintain General Commercial Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law; additionally, a 10 percent bid bond and a performance bond for the entire contract amount are required within ten days after contract execution. Any vendor awarded a contract valued at $1,000 or more must pay a $15 fee to cover administration of the Minority Contractor Opportunity Initiative, to be deducted from the first check issued. Subcontracting is permitted but not at 100 percent, and all subcontracts with annual values exceeding $100,000 require Illinois Standard Certifications and Financial Disclosures. The contract may be partially or wholly funded with Federal funds, with the percentage and dollar amount to be disclosed upon notice of intent to award. While no specific budget amount is disclosed in the procurement documents, the project involves substantial replacement of heating, electrical, and structural components on an exterior ramp system.
