About this opportunity

The City of Delray Beach, located in Palm Beach County, Florida, is seeking qualified contractors for a Housing Rehabilitation Program through Quote #24-015, focusing on specific housing improvements at 347 NW 8th Ave. The procurement involves three primary scopes of work: installing hurricane clips, completely tearing off and replacing the existing roof, and installing a white vinyl fence. Contractors must be licensed in Florida and capable of executing detailed roofing work that meets the 2023 Florida Building Code, including installing Simpson hurricane clips, replacing damaged sheathing, and implementing a new 40-year rated shingle roof system. The solicitation requires electronic bid submissions through Bidnet Direct (http://www.bidnetdirect.com/cityofdelraybeach) with a firm submission deadline of May 5, 2025. A non-mandatory pre-bid site visit is scheduled for April 24, 2025, at 11 A.M. at the project location, where potential bidders can inspect the site and seek clarifications. The city has incorporated a $3,000 undefined general allowance that bidders must independently include in their pricing, and reserves the right to accept or reject any bids based on what best serves the city's interests.

The solicitation appears open to both public and pre-approved vendors without specific set-aside designations or restrictions on enterprise types. The City of Delray Beach is tax-exempt for tangible personal property, which may provide some financial advantage to potential contractors. While no incumbent vendors are explicitly mentioned, the project seems part of an ongoing housing rehabilitation initiative within the city's Neighborhood Services Division. The procurement does not specify a precise contract value, but the work involves comprehensive housing rehabilitation that suggests a moderate-scale project. Contractors will be required to obtain necessary permits within three days of the Notice to Proceed and complete all work within 60 days of permit issuance. Technical support for the bidding process is available through Bidnet Direct, and interested contractors are advised to carefully review all documentation and ensure compliance with electronic submission requirements. The city's goal appears to be improving residential property conditions while maintaining strict procurement standards.
