About this opportunity

The City of Delray Beach, located in Palm Beach County, Florida, is soliciting quotes for a comprehensive Housing Rehabilitation Program through a Quick Quote procurement (QQ2025-004) for a residential property at 216 SW 13th Street. The project encompasses extensive renovation services including installing hurricane clips, completely replacing the roof, installing impact windows and exterior doors, painting both interior and exterior surfaces, and upgrading multiple home systems and fixtures. Specific deliverables include installing new kitchen and bathroom fixtures, cabinetry, closet doors, security lighting, exhaust fans, range hoods, and performing extensive structural and aesthetic improvements. A non-mandatory pre-bid site visit is scheduled for April 11, 2025, at 10:00 AM, with electronic bids due on April 25, 2025, through BidNet Direct's secure platform. Evaluation criteria will focus on responsiveness, contractor qualifications, and lowest bid pricing, with an undefined general allowance of $3,000 included in the solicitation.

The solicitation appears to have preferences for contractors on the city's approved general contractor list or those with recent successful project history with the city. While no specific set-aside designations are explicitly mentioned, the project will require comprehensive insurance coverage, including workers' compensation, general liability, and automobile liability. Contractors must comply with local, state, and federal regulations, including Section 3 requirements for employment and economic opportunities. The City of Delray Beach is tax-exempt and reserves the right to accept or reject any bids. The contract will be a one-time award via purchase order, with successful bidders required to provide all necessary licenses, permits, and certifications. Though an exact budget is not specified, the comprehensive nature of the rehabilitation suggests a substantial project scope with potential total project value likely in the range of $50,000 to $100,000, depending on specific material and labor costs.
