The procurement involves extensive home improvement work including installing hurricane clips, replacing the existing roof, installing impact windows and exterior doors, painting the house interior and exterior, replacing porch railings, upgrading kitchen and bathroom fixtures, and installing new interior elements like cabinets, countertops, and doors. Bidders must be on the approved General Contractor List or have completed a bid with the City within the last 90 days, with contractors required to provide comprehensive general liability insurance of at least $1,000,000 and workers' compensation coverage. The project is potentially funded through multiple housing assistance programs including SHIP, CDBG, UDAG, and WFH, with a maximum project value of $85,000 per rehabilitation assistance agreement and a limit of up to three projects per approved contractor. Bidders must ensure all work meets the 2023 Florida Building Code 8th edition standards and will be performed by licensed contractors. The City of Delray Beach is exempt from federal and state taxes for tangible personal property, which may provide additional financial considerations for potential bidders. The entire scope of work must be completed within 60 days of permit issuance, with the permit process to begin within three days of the Notice to Proceed.
