The scope includes window replacement at 10 openings with hurricane fabric shields, replacement of kitchen and entry doors with fabric shielding, HVAC system replacement with ductwork cleaning, attic insulation to R-38 rating with eave vent baffles, bathroom shower conversion with grab bars and GFCI installation, soffit and fascia replacement with aluminum coil wrapping, and removal and recladding of siding on a rear addition. The contractor must commence active field construction within seven days of Notice to Proceed, with Phase 1 completion required within 10 consecutive calendar days and full project completion within 90 consecutive calendar days, with final completion and payment readiness within 120 calendar days. Liquidated damages are $75 per calendar day for delays beyond the completion timeframe. All work items are structured as lump-sum bids with itemized labor, overhead, permits, insurance, and profit — no separate miscellaneous charges are permitted. For projects exceeding $10,000, progress payments are calculated at 95 percent of work completed monthly with 5 percent retainage; contracts of $10,000 or less are paid in lump sum upon completion. The contractor is responsible for all permits, licenses, and one-year warranties on all work. Insurance requirements include workers' compensation with $100,000 per accident employer's liability, commercial general liability of $1 million per occurrence and $2 million aggregate, and business auto liability of $500,000 per occurrence, with Santa Rosa County named as additional insured except on workers' compensation.
