About this file
This is a Substantial Repair Inspection report prepared by Southern Site Utility Design for the Santa Rosa County Housing Department regarding property rehabilitation work at 5525 Delona Road, Milton, Florida 32583. The inspection, conducted on August 18, 2026, identifies seven major repair categories requiring professional contractor work: replacement of 10 window openings (12 total units) with energy-efficient vinyl windows and hurricane fabric shield protection; replacement of two exterior doors (kitchen sliding glass door and side entry door) with hurricane fabric protection at the slider; replacement of the HVAC system with a new heat pump system maintaining existing capacity; attic insulation upgrade to minimum R-38; primary bathroom shower conversion with new walk-in fiberglass enclosure, fixtures, grab bars, and GFCI protection; soffit and fascia work including vinyl soffit installation and aluminum fascia wrapping; and rear addition exterior work involving removal of deteriorated wood siding and installation of vinyl siding with water-resistive barrier. The 1976-constructed property is generally in need of professional repairs due to wear, deferred maintenance, and environmental exposure. A procurement notice dated September 21, 2026, indicates Santa Rosa County is seeking proposals with a submission deadline of 10:30 a.m. on Wednesday, October 14, 2026, through the procurement portal at https://procurement.opengov.com/portal/santarosafl, with questions due by 12:00 p.m. on Wednesday, October 7, 2026.
The cost estimate for all work totals a blank amount (specific pricing not disclosed in the document), covering both labor and materials for all seven repair categories. All work must be completed in a neat, workmanlike manner with surfaces and finishes fully restored to match existing conditions. The HVAC system replacement must be performed by a licensed HVAC contractor, and electrical work including GFCI protection installation must be completed by a licensed electrician. Contractor responsibilities include field-measuring window openings prior to fabrication, demonstrating full hurricane panel deployment and storage to the homeowner, providing written installation and deployment instructions, and ensuring all replacement components comply with manufacturer requirements and applicable codes. The procurement process is governed by the Florida Competitive Consultant Negotiations Act (F.S. 287.055), and Santa Rosa County encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises, with the Board reserving the right to waive irregularities, reject any or all bids, and award based on best interest determination.

Specific Conditions & Deficiencies
1. Windows
Deficiency:
The windows throughout the main residence are past their useful life.
Recommendation:
Remove and replace the windows at all 10 existing window openings in the main residence with new energy-efficient vinyl windows. Two of these openings are double units; the 10 openings contain 12 window units in total. Contractor shall field-measure all openings prior to fabrication. Provide hurricane fabric shield protection at the 10 replaced openings, at the front entry door glazed insert, and at the two existing window openings in the rear addition, including permanently installed perimeter anchors, fasteners, and all accessories necessary for a complete and functional system, installed in accordance with the manufacturer's installation instructions. All panels shall bear a valid Florida Product Approval. Upon completion, contractor shall demonstrate full panel deployment and storage to the homeowner and provide written installation and deployment instructions for each panel set. Seal and finish to match existing.
2. Exterior Doors
Deficiency:
The kitchen sliding glass door and the side entry door are past their useful life.
Recommendation:
Remove and replace the kitchen sliding glass door with a new complete two-panel sliding door assembly including frame, panels, safety glazing, track and rollers, operating hardware, keyed lockset, threshold, and insect screen. Remove and replace the side entry door with a new pre-hung insulated exterior door unit. Replace jambs with rot-resistant treated or composite material. Provide and install hurricane fabric shield protection at the sliding glass door, including all anchors, tracks, fasteners, and accessories necessary for a complete and functional system. Seal, prime, and paint to match existing.
3. HVAC System
Deficiency:
The existing HVAC system is beyond its useful life and requires replacement. Existing ductwork to remain.

Recommendation:
Replace the existing HVAC system with a new heat pump system to match the existing system capacity serving the residence. Replacement shall include a new outdoor condensing unit and matching indoor air handler/coil, new thermostat, new refrigerant line set, proper condensate drainage and safety provisions (including a float switch where required), electrical disconnect, and start-up/commissioning. Set the new outdoor unit on the existing concrete pad. No auxiliary electric heat kit is included. Replace all supply registers and the return air grille, seal the register boot connections at the ceiling, and provide a filter rack that seals to the filter so that air cannot bypass it.
Clean the existing supply ducts, supply boots, and return duct. Installation shall comply with manufacturer requirements and applicable codes. This portion of work shall be performed by a licensed HVAC contractor.
4. Attic Insulation
Deficiency:
Existing attic insulation needs to be brought up to a minimum of R-38.
Recommendation:
After all other work in the attic is completed, blow new insulation throughout the attic to achieve R- 38.
5. Primary Bathroom
Deficiency:
The existing shower in the primary bathroom is past its useful life and is not suitable for safe use by the homeowner.
Recommendation:
Remove the existing shower and fixtures, the partition between the shower and the adjoining closet, and the closet itself. The closet is entered only from this bathroom, so no adjoining room is affected.
Install a prefabricated walk-in fiberglass shower enclosure with a 4–6 inch entry lip, sized to the opening. Include a shower door as part of the shower kit. Include new fixtures (shower valve, showerhead, hand-held shower on a slide bar, and trim) and two grab bars. Install in-wall blocking at standard mounting heights as needed before setting the shower unit. Correct the source of the leak at the shower valve wall and replace any water-damaged framing and substrate.
Have a licensed electrician provide GFCI protection at the receptacle in this bathroom.
Restore all disturbed wall, ceiling, floor, plumbing, electrical, trim, texture, primer, and paint so the bathroom is complete, clean, and functional.

6. Soffit and Fascia
Deficiency:
The existing soffit panels are past their useful life. The fascia is weathered.
Recommendation:
Remove the existing soffit panels at the main residence and install new vented vinyl soffit. Wrap the existing fascia with prefinished aluminum coil stock. The existing sealant at the roof edge shall not be disturbed. Maintain required attic ventilation.
7. Rear Addition Exterior
Deficiency:
The wood panel siding on the rear addition is past its useful life and shows wood decay at the base of the wall.
Recommendation:
Remove all existing siding and trim from the rear addition and install a continuous water-resistive barrier, starter strip, corner posts, trim, and new vinyl siding. Flash and trim the existing windows into the new siding. Install in accordance with the siding manufacturer's instructions. Clear all vegetation from the wall line.
At the corner where the new siding meets the brick, install new corner trim. Seal the joint between the new trim and the brick with paintable exterior sealant.
Finish to match existing.
General Repair and Finish Requirements:
All repair and replacement work shall be completed in a neat, workmanlike manner. Any surfaces, materials, or finishes disturbed, removed, or damaged during the work shall be repaired, replaced, and restored as necessary to leave the affected areas fully finished, clean, and in good visual and functional condition. This shall include, as applicable, patching, trim repair, caulking, sealing, texture to match, painting, finish touch-up, hardware adjustment, cleanup, and any other incidental work required to provide a complete and finished installation consistent with the surrounding area.
