About this opportunity

Jefferson County, New York is requesting proposals for lead-based paint risk assessment and project supervision services under its Housing Improvement Program, with proposals due September 1, 2026 by 2:30 p.m. The County will select a primary and secondary vendor through the Procurement by Federal Proposals method. Minority and woman-owned businesses and Section 3 businesses are strongly encouraged to respond and may receive preference under federal regulations.

The scope covers two service categories: risk assessments including dust wipes, soil samples, and paint testing using x-ray fluorescence technology to identify lead hazards in residential properties; and work writeup preparation and project supervision for lead abatement and interim control activities in properties where rehabilitation costs exceed $25,000 per unit. Risk assessments must be scheduled within two weeks and completed within four weeks of project referral. The program is funded by the U.S. Department of Housing and Urban Development through the New York State Office of Community Renewal.

The contract term is three years from the date of award, with ongoing project referrals anticipated as long as funding is available. Pricing is based on invoices submitted after completion and delivery of reports to the Program Coordinator at Neighbors of Watertown and property owners, with 30 days allowed for County processing and approval.

Proposers must carry comprehensive insurance: commercial general liability of $1 million each occurrence and $2 million aggregate, professional liability of $1 million each claim and $2 million aggregate, and workers' compensation at statutory limits. Evaluation criteria include relevant experience, technical capacity of personnel, and fee proposals. Proposers must comply with New York State nondiscrimination requirements, Iranian Energy Sector Divestment provisions, and sexual harassment prevention policies, and must submit Non-Collusive Bidding Certifications and Iranian Investment Disclosures with their proposals.
