About this opportunity
The District of Columbia Office of Contracting and Procurement, on behalf of the Department of Public Works, is seeking a contractor to provide household hazardous waste collection, recycling, and disposal services for District residents through two-step sealed bidding, with technical proposals due July 27, 2026.
Step One requires submission of technical proposals; only bidders with acceptable technical proposals will be invited to submit sealed bids in Step Two. The contractor must hold R2 certification, e-Stewards certification, or equivalent recycling industry operating standards; maintain a valid EPA ID number; and demonstrate contractual access to permitted treatment, storage, and disposal facilities. The contractor is responsible for hazardous waste categorization, identification, collection, packaging, transportation, shipping, and disposal, including electronic waste recycling.
Services encompass two quarterly collection events per year at District-designated locations. The contractor must provide 30 to 40 trained personnel per event, including a project manager, environmental chemist, and technicians with at least three years of experience in household hazardous waste operations. The price schedule requires firm-fixed unit pricing for event setup, staffing, equipment rental (forklifts), training, and disposal of multiple hazardous waste categories: flammable liquids, paints, batteries, aerosols, electronic equipment, and other materials. The contractor bears full responsibility for identifying and processing unknown materials, managing spill cleanup costs, preparing hazardous waste manifests, and furnishing certificates of disposal.
The contract is structured as a requirements contract with a base period and four optional periods, extending through September 30, 2031. A waiver of mandatory subcontracting requirements has been approved by the Director of the Department of Small and Local Business Development. Award will be made to a single bidder on an aggregate basis for all items.
