About this file

Summary

This is a Solicitation, Offer, and Award document issued by the District of Columbia Office of Contracting and Procurement (OCP) on behalf of the Department of Public Works (DPW) for household hazardous waste (HHW) collection, recycling, and disposal services. The District seeks a contractor to collect, transport, recycle, and dispose of hazardous materials generated by District residents at either a permanent collection site or quarterly event locations. Services include hazardous waste categorization, identification, collection, packaging, transportation, shipping, disposal, and electronic waste recycling. The solicitation uses a two-step sealed bidding process, with Step One technical proposals due July 10, 2026, and Step Two offers to be submitted by a date to be determined. The contract is structured as a requirements contract with a base period plus four optional periods, with performance extending through September 30, 2031. The District anticipates offering two quarterly collection events per year at designated locations, with the contractor responsible for providing 30-40 trained personnel per event, including a project manager, environmental chemist, and technicians with at least three years of experience in HHW operations.

The contractor must provide firm-fixed unit prices for all services and materials outlined in the price schedule, which includes line items for event setup, staffing fees, equipment rental (forklifts), training, and disposal of numerous hazardous waste categories ranging from flammable liquids and paints to batteries, aerosols, and electronic equipment. Pricing is broken into separate line items for the base period and four option periods. The solicitation includes a waiver of mandatory subcontracting requirements approved by the Director of the Department of Small and Local Business Development. The contractor must possess R2 certification, e-Stewards certification, or equivalent recycling industry operating standards, maintain a valid EPA ID number, comply with all federal and state hazardous waste transportation regulations, and provide proof of contractual access to permitted treatment, storage, and disposal facilities. The contractor bears full responsibility for identifying and processing unknown materials, managing spill cleanup costs, preparing hazardous waste manifests, and providing certificates of disposal for all collected materials. Award will be made to a single bidder for all items on an aggregate basis.

SECTION B: CONTRACT TYPE, SUPPLIES, OR SERVICES, AND

PRICE/COST

B.1 The District of Columbia (the District) Office of Contracting and Procurement (OCP), on behalf of the Department of Public Works (DPW), seeks a Contractor to provide household hazardous waste (HHW) collection, recycling, and disposal services for materials generated by District residents.

B.2 The District contemplates awarding a requirements contract based on firm-fixed unit prices with a cost-reimbursement component, as specified in the Price Schedule, in accordance with DCMR Chapter 24.

B.3 REQUIREMENTS CONTRACT

The District will purchase its requirements of the articles or services included herein from the Contractor. The estimated quantities stated herein reflect the best estimates available. The estimate shall not be construed as a representation that the estimated quantity will be required or ordered, or that conditions affecting requirements will be stable. The estimated quantities shall not be construed to limit the quantities which may be ordered from the Contractor by the District or to relieve the Contractor of its obligation to fill all such orders.

a) Delivery or performance shall be made only as authorized in accordance with the Ordering Clause, Section G.10. The District may issue orders requiring delivery to multiple destinations or performance at multiple locations. If the District urgently requires delivery before the earliest date that delivery may be specified under this contract, and if the Contractor shall not accept an order providing for the accelerated delivery, the District may acquire the urgently required goods or services from another source.

b) There is no limit on the number of orders that may be issued. The District may issue orders requiring delivery to multiple destinations or performance at multiple locations.

c) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and District's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided that the Contractor shall not be required to make any deliveries under this contract after September 30, 2031.

B.4 AGGREGATE GROUP OR INDIVIDUAL ITEM

Award, if made, will be to a single bidder in the aggregate for those groups of items indicated by “Aggregate Award Group” herein. Bidder must quote unit prices on each item within each group to receive consideration. Award, if made, on all other items will be on an individual item basis.

C.3 BACKGROUND

The HHW collection program offers proper disposal for selected waste. This program is available at no cost to all District residents (Contributors). Pre-qualified conditionally exempt very small quantity generators (CEVSQGs) who generate under 220 pounds per month, however, must pay for these services if they choose to participate as Contributors. Currently, the program offers two quarterly collection events at locations within the District with the goal of establishing a permanent site within the term of this contract. The District anticipates the permanent site will be open between one and five days per week, rain or shine.

HHW includes, but is not limited to, certain automotive, kitchen, bathroom, hobby/recreational, home maintenance, and miscellaneous wastes that are flammable, corrosive, reactive, or toxic.

The Hazard Communication Standard (HCS) is designed to ensure that the hazards of all chemicals produced or imported are properly classified and that information about these hazards is effectively communicated to employers and employees. It applies to any chemical present in the workplace in a manner that employees may be exposed under normal conditions or in foreseeable emergencies. The standard aligns with the United Nations Globally Harmonized System of Classification and Labeling of Chemicals (GHS), primarily Revision 7, to standardize hazard communication globally (OSHA).

20. Treatment, Storage, and Disposal Facility (TSDF) – A highly regulated site where hazardous or industrial wastes are processed, stored, or permanently buried ("cradle-to-grave" hazardous waste tracking system).

a. Treatment: Processes like neutralization, incineration, or blending that alter the physical or chemical character of the waste to make it less hazardous.

b. Storage: The temporary holding of hazardous waste before it is moved to another location for treatment or final disposal.

c. Disposal: The permanent placement of waste in a landfill, surface impoundment, or underground injection well.

21. Unacceptable HHW – includes explosive materials (for example, ammunition, fireworks, and flares), radioactive material, polychlorinated biphenyls (PCBs), shock-sensitive material, canceled or banned products, large-pressurized gas cylinders, and Infectious, Biological, Biohazards, Sharps, and Medical wastes.
