About this opportunity

The City of Douglasville and the Douglasville Convention and Conference Center Authority are requesting Statements of Qualification and Conceptual Information from experienced hotel developers for a proposed downtown development, with proposals due September 21, 2026 at 4:00 PM EDT and questions due August 12, 2026.

The scope is a hotel with a minimum of 65 rooms and at least 3,000 square feet of meeting space on three parcels totaling 0.70 acres located one block from the renovated Douglasville Conference Center and two blocks from the Douglasville Town Green and Greystone Amphitheater. Developers must commission a market study at their own expense using a City-approved firm and demonstrate integration with local art, commitment to workforce development and living wages, and sustainability initiatives (preferably LEED certification). Partnerships with major hotel brands such as IHG, Hilton, or Marriott are required.

This is a two-step process: Step One consists of the SQCP submission; selected developers advance to Step Two for detailed development and financial proposals. The evaluation committee will rank proposals on firm experience and qualifications (20 points), overall conceptual vision including downtown impact, program vision, design, sustainability, and wage support (60 points), and financial viability (20 points).

Compensation is flexible, with options for up-front property purchase, phased acquisition, ground lease, or combination arrangements; the City will select the proposal offering the best combination of quality and compensation terms. Available incentives include low-cost loan funds through the Georgia Downtown Development Revolving Loan Fund and Georgia Cities Foundation Revolving Loan Fund, potential Tax Allocation District financing for infrastructure and permitting costs, and expedited zoning and permitting processes. Developers must comply with Georgia Security and Immigration Compliance requirements (O.C.G.A. 13-10-91) and provide financial references, banking relationships, balance sheets, and evidence of equity partner commitments. All proposals must be submitted electronically as a single PDF file via Bidnet Direct. Site visits are self-directed and do not require scheduling.
