About this opportunity

The City of Newark, New Jersey is soliciting electronic bids for a two-year price agreement/contract for Hospital, Surgical and Related Medical Accessories (Bid #2025-50), covering approximately 118 different medical supply line items. The procurement will include a comprehensive range of medical accessories such as bandages, medical tapes, syringes, needles, masks, test strips, thermometers, and various medical equipment to be procured on an as-needed basis. Electronic bids will be accepted through the City's e-Procurement Portal until 10:15 am on July 17, 2025, with a question submission deadline of July 11, 2025. The City reserves the right to award separate or multiple contracts for different categories of supplies and equipment, with bidders required to provide firm unit prices for the entire two-year contract term. Pricing must include all associated costs such as labor, materials, transportation, and handling, with no minimum purchase guaranteed and the City retaining the right to adjust contract amounts based on actual requirements.

Bidders must comply with extensive state and local regulatory requirements, including affirmative action goals, anti-discrimination provisions, and business registration mandates. Vendors are required to submit multiple compliance documents, including a New Jersey Business Registration Certificate, a Certificate of Non-Involvement in Prohibited Activities in Russia or Belarus, and a Disclosure of Investment Activities in Iran. Special consideration appears to be given to vendors demonstrating commitment to equal employment opportunities and transparency in business operations. While no specific set-aside designations are explicitly mentioned, bidders must complete detailed qualification questionnaires addressing ownership structure, potential conflicts of interest, and compliance with various municipal ordinances. The procurement includes mandatory forms related to Americans with Disabilities Act compliance, investment activities, and political contribution disclosures, with vendors required to maintain contract-related documentation for five years and potentially subject to audits by the City of Newark and the State of New Jersey.
