About this opportunity
Dallas Area Rapid Transit Authority (DART) has issued a procurement opportunity for HOSE, FLEX, INVT. BLOWER, solicited under bid number 2096909, with proposals due on December 17, 2025. This procurement requires potential vendors to complete registration through the Bonfire platform to access comprehensive bid details and submit responses. The procurement involves the acquisition of specific equipment or supplies, with strict delivery and performance requirements. DART emphasizes that time and delivery rates are critical, with potential order termination for failure to meet specified delivery schedules. Vendors must submit bids reflecting FOB Destination shipping terms, with freight costs included in the overall price. Proposal submissions must be made through the in-browser BidTable window, which requires vendors to initiate the "Prepare Your Submission" process. All bids are subject to DART's standard Purchase Order Terms and Conditions, which mandate specific invoice submission protocols and payment terms.
The procurement appears to be open to all qualified vendors, with no explicit set-aside designations or restrictions on organizational types mentioned in the available documentation. Vendors must comply with DART's comprehensive commercial requirements, including equal employment opportunity standards and certifications regarding non-association with foreign terrorist organizations. Payment terms are explicitly defined as Net 30, with invoices to be submitted electronically to APInvoices@dart.org in triplicate, including specific documentation such as purchase order number, item descriptions, quantities, unit prices, and extended totals. While specific budget ranges are not disclosed in the provided materials, the procurement suggests a structured, competitive bidding process with rigorous vendor performance expectations. The contract appears to be structured to ensure vendor accountability, with DART reserving the right to terminate orders for convenience or default, potentially exposing sellers to liability for excess reprocurement costs.

In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12.
