About this opportunity

The City of Philadelphia is conducting a micro purchase procurement for Horse Stall Kits/Barn Supplies under a competitive sealed bid process. This procurement is being awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must submit electronic quotations through the PHLContracts platform and quote all items listed in the bid to be eligible for award consideration. The contract performance period runs from May 15, 2026, through June 30, 2026, with a submission deadline of May 20, 2026. All pricing must be quoted on an FOB Destination Point basis and must be exclusive of federal excise, transportation, and Pennsylvania sales and use taxes. Successful vendors must maintain Workers' Compensation insurance at statutory limits, General Liability insurance with a minimum limit of $500,000 per occurrence, and Automobile Liability insurance with a minimum limit of $300,000 per occurrence. Vendors are required to comply with all applicable federal, state, and local laws, including nondiscrimination requirements and tax obligations, and must submit a fully executed Consent and Authorization Agreement prior to bid closing to have their quotes considered responsive.

While the Local Business Entity (LBE) Program does not apply to small purchases, vendors must answer the LBE certification question to proceed with submission. The City of Philadelphia has included an optional LGBTQ Applicant Data Form designed to identify businesses beneficially owned and controlled by Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) persons seeking to conduct business with the City. Vendors may indicate certification status through the National LGBT Chamber of Commerce (NGLCC), the Philadelphia affiliate Independence Business Alliance (IBA), or other third-party certifying agencies such as ESMDC, PAUCP, Disability:IN, or WBENC. The total contract value cannot exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest thousand dollars. Quoted terms and prices remain valid for 60 days from the submission date. The City reserves the right to reject any or all quotes and to accept quotes from multiple sellers or on individual line items.
