About this file

This document is a Seller SOP Checklist provided by the City of Philadelphia Procurement Department for submitting quotes on small purchases through the PHLContracts platform. The checklist outlines the step-by-step process for vendors to complete and submit a quote for Horse Stall Kits/Barn Supplies. The contract period runs from May 15, 2026, through June 30, 2026. Sellers must quote all items listed in the bid to be eligible for award. The micro purchase will be awarded as a whole or by line item, at the discretion of the City, to the lowest responsive and responsible bidder. Vendors should not deliver products or provide services until notified by the department.

The checklist requires vendors to complete multiple mandatory steps including confirming seller role status, selecting Local Business Entity (LBE) certification status, entering unit costs for each item, answering all mandatory questions, accepting terms and conditions, and submitting required attachments. Key required documents include an executed Consent & Authorization form, which must be on file in the vendor profile for the quote to be considered. Optional submissions include the LGBTQ Applicant Opportunity Data Form. Vendors must download and save all attachments listed in the Terms & Conditions tab and address any validation warnings before submission through www.PHLContracts.phila.gov. The LBE Program does not apply to small purchases but the certification question must be answered to proceed.
