About this opportunity
Hillsborough County is seeking qualified vendors for a two-year contract to provide horse hay for the Bakas Equestrian Center, specifically requiring two-string Orchardgrass/Alfalfa (O&A) horse hay bales and two-string Alfalfa horse hay bales to support 17 horses. The procurement is structured as an as-needed, spot quote arrangement where the county will solicit competitive quotes from awarded vendors at the time of need, with vendors required to have a pickup location within 50 miles of the equestrian center located at 11510 Whisper Lake Trail, Tampa, FL 33626. Vendors must submit their qualifications electronically through the county's Euna bidding system by August 29, 2025, at 5:00 PM, with key evaluation criteria including the ability to provide the specified hay products on a spot quote basis and demonstrated experience supplying similar products to other customers. The county reserves the right to extend the contract period, adjust the scope of services, and increase the award accordingly. Contractors must provide clear and convincing information supporting their ability to meet the required goods specifications.
The solicitation does not explicitly indicate any set-aside designations for disadvantaged enterprises. The county currently utilizes three incumbent vendors: Agi-Feed, Inc. d/b/a Feed Depot, G Five Feed & Outdoor, LLC, and Jernan, LLC d/b/a AAA Feed Depot. Vendors must comply with specific requirements, including submitting a Drug-Free Workplace Form in accordance with Florida Statute 287.087 and providing a comprehensive insurance certificate that names Hillsborough County as an additional insured. The total aggregate contract value is $120,000, with the procurement structured to allow flexibility in ordering and pricing through competitive spot quotes. Vendors must also complete a Substitute W-9 form for tax reporting purposes and meet all specified documentation requirements, including protection of sensitive information and compliance with federal and state regulations.
