About this opportunity

The City of Newark, New Jersey is seeking proposals through RFP #2024-59 for a Hope Village I Operator to manage a shelter for adults with co-occurring substance use disorders, located at 79 Newark Street. The selected vendor will be responsible for providing comprehensive shelter services, including bed accommodations, mattresses, linens, toiletries, cleaning supplies, and meals, while implementing a trauma-informed, harm reduction approach with robust case management services. Mandatory staffing requirements include a Program Manager, three Peer Specialists/Residential Coordinators, a part-time Advanced Practicing Nurse, and a full-time Facilities Person. The procurement will utilize an electronic submission process through the City's e-Procurement Portal, with proposals due by 10:15 am on January 9, 2025. Proposals will be evaluated across four key criteria: Vendor Overview and Qualifications (20 points), Approach and Implementation (15 points), Behavioral Health Services (40 points), and Cost Criteria (25 points). The contract term is one year with an option to renew for an additional year, and all submissions must include comprehensive documentation such as references, resumes, financial statements, and insurance certificates.

The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Proposing organizations must complete mandatory compliance documents including Mandatory Equal Employment Opportunity Language, Americans with Disabilities Act Attachment, Statement of Ownership Disclosure, and various municipal ordinances related to ethical business practices. While no incumbent vendor is mentioned, vendors must provide detailed ownership information and certify compliance with non-discrimination principles. The payment structure will be on a per-bed-night basis, with reimbursement contingent upon meeting specified program benchmarks. The City reserves the right to reject any proposals and does not provide a specific budget range in the documentation. Potential vendors must thoroughly complete all required submission forms, understanding that incomplete submissions may result in automatic disqualification from the bidding process.
