About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Division of Forestry, is issuing a Request for Bid (RFB 758 2500000646) for the procurement of hoop houses to be supplied to state agencies as needed. The solicitation seeks bids for the delivery, labor, and installation of two (2) 50x96-foot hoop house structures at separate locations: Morgan County Nursery in West Liberty, Kentucky, and John P. Rhody Nursery in Gilbertsville, Kentucky. The hoop houses must be constructed with RU88X-6 400 fabric (or approved equal) with specific weave and coating specifications, dark gray bottom sheet metal, galvanized square tubing, 2"x2" 14-gauge hoops spaced at 12-foot centers, and 6"x8"x10-foot posts set 3 feet in ground with concrete on 6-foot centers, with all materials, delivery, labor, and installation costs included in the bid offer. The contract will be awarded on a best value basis to a single vendor covering all line items, with pricing evaluated using a methodology allocating 90 points to price and 10 points to delivery performance, with the lowest-price bidder receiving maximum points and subsequent bidders scored proportionally. All quoted prices must be F.O.B. Destination Freight Prepaid and Allowed and exclude federal excise taxes and Kentucky sales or use taxes, with delivery and installation required to be completed by June 30, 2025, subject to a one percent per day deduction from invoices for late delivery. Vendors must submit written questions by May 1, 2025, at 10:00 a.m. ET, with bids due electronically through the Kentucky eProcurement system by May 8, 2025, at 1:30 p.m. ET, and vendors must be registered in the Commonwealth eProcurement System via the Vendor Self Service System at https://vss.ky.gov before submitting bids.

The Commonwealth reserves the right to apply reciprocal preferences to Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, and certain nonprofit agencies serving individuals with severe disabilities (15 percent preference). Prior to award, vendors must submit a Revenue Form 10A100 Kentucky Tax Registration Application if applicable, certificates of authority for foreign entities, a notarized annual affidavit confirming compliance with Kentucky campaign finance laws and attestation of qualified or resident bidder status if claimed, and proof of Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth listed as additional insured. Resident bidders must certify they are authorized to transact business in Kentucky and have, for the one-year period prior to contract advertisement, filed corporate income taxes, made unemployment insurance fund payments, and maintained an active workers' compensation policy. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date. No specific contract amount or budget range is indicated in the solicitation documents, and there are no identified incumbent vendors, renewal periods, site visit requirements, or bidders' conference scheduled for this procurement opportunity.
