About this opportunity
The Commonwealth of Kentucky's Department of Military Affairs, through the Kentucky Logistics Operation Center (KYLOC), issued Request for Bid (RFB) 758 2300000814 for the procurement of hook fastener material to establish a master agreement for supplies. The solicitation seeks 92,500 yards of 1-inch hook fastener material in tan color (#499) that complies with MIL SPEC A-A-55126 (25.4MM), with specifications requiring a minimum of 1-pound peel per inch width and 10-pound shear strength value, width tolerances of +/- 1/16 inches, and freedom from manufacturing defects or slit/split edges. The Department of Military Affairs anticipates annual usage of approximately 85,000 to 100,000 yards, with an initial order of 10,000 yards expected in August 2023 and subsequent quarterly orders of approximately 20 to 25 full cases. All shipping and freight costs must be included in the unit price per yard, with delivery required to KYLOC at 5751 Briar Hill Road, Building #14, Lexington, Kentucky 40516. The initial contract period is one year from the date of award with four optional one-year renewal periods available. The evaluation will be based on a best value methodology allocating 90 points to price and 10 points to delivery time, with the lowest-priced conforming bid receiving maximum price points and vendors required to clearly specify delivery time in working days. The original bid closing date of June 23, 2023, at 1:30 PM ET was extended to June 28, 2023, at 1:30 PM ET, with written questions due June 15, 2023, at 10:00 AM ET, and bid readings to be held at 3:30 PM ET on the closing date via conference line.
All procured materials must be of domestic origin in accordance with the Berry Amendment (10 U.S.C. 2533A), ensuring 100 percent U.S. content and labor for this defense-related product essential to military readiness. Kentucky resident bidders are eligible for reciprocal preference, while qualified bidders including Kentucky Correctional Industries and Kentucky Industries for the Blind receive preference equal to fifteen to twenty percent of maximum available points. Bidders must submit completed affidavits and required documentation in compliance with Kentucky statutes KRS 45A.110 and 45A.115, including campaign finance law compliance and resident bidder status affidavits if applicable, and all submissions must be made electronically through the Kentucky eProcurement system with prior registration in the Vendor Self Service System. Pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise taxes and Kentucky sales or use taxes, and must remain valid for a minimum of sixty calendar days after the bid due date, with price increases prohibited during the first twelve months and thereafter requiring written justification based on industry-wide changes. A one percent daily deduction from invoices applies for each day delivery is delayed beyond the contracted due date. While specific contract award values are not provided in the solicitation, the estimated annual usage of 85,000 to 100,000 yards at competitive unit pricing will determine the ultimate contract value through the bidding process.
