About this opportunity

The City of Huntsville, Alabama is seeking a qualified contractor for Honeywell HVAC Control Services and Repairs across city-wide facilities through an Invitation for Bid (IFB) scheduled for bid opening on June 5, 2025, at 2:00 PM CST. The procurement seeks a contractor to provide comprehensive HVAC control maintenance and repair services, including preventive maintenance, repairs, and system management for Honeywell HVAC controls. Bidders must be Honeywell ACI certified with preferred experience in Alerton and Trane Systems, and must have at least three qualified service technicians with Honeywell certifications. The contract requires providers to supply all necessary labor, equipment, materials, tools, licensing, and travel to ensure continuous and efficient operation of HVAC controls. Evaluation will be based on the total base price, with a required 5% bid bond, and the contract term is one year from the award date, with potential extensions for two additional one-year terms. The deadline for submitting questions is May 29, 2025, and the city reserves the right to award to multiple contractors to ensure comprehensive service coverage.

The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must submit an E-Verify Memorandum of Understanding and comply with Alabama immigration and domestic preference laws. The pricing structure is based on hourly rates for different service categories, including technicians, helpers, design engineering, and drafting/graphics design, with estimated annual quantities of 1,000 hours per category. Performance and payment bonds will be required for individual projects exceeding $100,000, and contractors must provide a certificate of insurance. While no specific incumbent vendors are mentioned, the contract allows for job-by-job authorization through purchase orders. The city will manage the contract on a per-project basis, with work to be completed within the timeframes specified in each Notice to Proceed, and failure to comply may result in prohibition from bidding on additional work. Though no precise budget range is specified, the hourly rate structure and estimated annual quantities suggest potential significant contract value.
