About this opportunity

The Florida Department of Military Affairs (DMA) is soliciting bids for the Homestead Invasive Species Control Project, a contract to remove invasive species and improve habitat management on 76 acres of land adjacent to the Homestead Air Force Reserve Base in Miami-Dade County. The project involves removing Brazilian pepper and Australian pine from Parcels A, C, D, and E, transplanting threatened and endangered (T&E) species from Parcel C to the Conservation Area in Parcel A, and managing native tree removal and relocation. Bidders must have a minimum of 3 years of experience in similar environmental restoration work and be registered in the MyFloridaMarketPlace system. A mandatory site visit is scheduled for October 8, 2024, with all bids due by November 12, 2024. The contract will span three years, beginning approximately on November 30, 2024, and ending on December 1, 2027. Contractors will be responsible for obtaining all necessary environmental permits, coordinating with DMA and Dade County Environmental Resource Management, and providing an annual vegetation survey for three years following the initial work.

The solicitation does not specify any set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors or current contractors are mentioned in the documentation. The project has an estimated contract value of approximately $120,000, with payment to be made according to project milestones. The contractor must provide proof of appropriate insurance, comply with public records requirements, and verify employment eligibility. Additional requirements include maintaining a drug-free workplace program and providing certification regarding scrutinized companies. The contract award and potential renewals are contingent upon funding availability, and the DMA will post the bid award on the Florida Vendor Bid System. Prospective bidders should note that the estimated expenditure is just a projection, and the actual contract value may vary based on the specific scope of work and bid submissions.
