About this opportunity

Christina School District is requesting proposals for homebound and supportive instruction services under RFP CHR26008A, with proposals due November 4, 2026 at 2:00 PM EST and estimated award notification by December 18, 2026. The District reserves the right to award to multiple vendors.

The scope encompasses in-person and virtual homebound instruction for grades PreK–12 in core subjects (Language Arts, Math, Social Studies, Science) with additional subjects available upon request. Minimum instructional hours are three hours weekly for grades K–5 and five hours weekly for grades 6–12. Instructor qualifications are mandatory: criminal background clearance, child abuse registry clearance, bachelor's degree in the relevant subject area, Delaware teacher certification, and drug and alcohol screening. Vendors bear all travel expenses and administrative costs. Insurance requirements include workers' compensation, commercial general liability of $1 million per occurrence / $3 million aggregate, and professional liability or sexual abuse and molestation liability of $1 million depending on scope.

The contract term begins January 1, 2027, for three years with two optional one-year renewal periods available through negotiation initiated no later than 90 days prior to contract expiration. Pricing must specify hourly rate for services and the maximum number of students the vendor can serve.

Evaluation criteria are weighted as follows: vendor experience with instructional services and recruitment of qualified professionals with available staff (35 points), staff stability and ability to service diverse student circumstances (20 points), data collection and reporting tools (25 points), and hourly program costs (20 points).

Written questions are due October 7, 2026 at 12:00 noon EST, with responses posted by October 21, 2026. Proposals must include a cover letter, table of contents, detailed service descriptions, three business references, a non-collusion statement, and pricing forms, submitted as one paper copy marked "Master Copy" with original signatures and one electronic copy on a USB Flash Drive with Excel-formatted pricing sheets.
