About this opportunity

The New York State Energy Research and Development Authority (NYSERDA) is seeking to enroll retailers for the Home Electrification and Appliance Rebate (HEAR) Appliance Upgrade Program, which is funded by the U.S. Department of Energy through the Inflation Reduction Act. The procurement opportunity focuses on recruiting retailers to offer rebates for ENERGY STAR certified heat pump dryers and all-in-one washer-dryers, with future plans to include induction cooktops, ranges, stoves, and ovens. Initially launching in October 2024, the program will provide appliance incentives and electrical wiring/service panel upgrade incentives to income-eligible owners and renters of single- and multi-family residential buildings in New York State, targeting customers below 150% of the Area Median Income. Eligible retailers must have brick-and-mortar locations or online platforms selling qualifying appliances to New York State customers. The program requires retailers to sign a Participation Agreement ensuring compliance with program terms and conditions throughout the duration of the initiative. The solicitation is open until December 31, 2026, at 3:00 PM, with NYSERDA reserving the right to modify incentive offerings and program details subject to Department of Energy approval.

The procurement opportunity does not include any specific set-aside designations for minority-owned, women-owned, service-disabled veteran-owned, or disadvantaged businesses, with all corresponding contracting goals set at 0%. No incumbent vendors or existing contractors are mentioned in the solicitation. The program covers all New York State counties and will provide appliance rebates, with NYSERDA making reasonable efforts to maintain incentive levels. While specific award values are not detailed, the program is funded through the Inflation Reduction Act and will offer rebates for qualifying appliances and electrical upgrades. Retailers interested in participating must submit a Contractor Application and Participation Agreement, adhering to the program manual's rules and requirements. The program's final terms and conditions remain contingent on final Department of Energy approval, with any changes to be posted on NYSERDA's funding opportunities website.

The U.S. Department of Energy (DOE) has introduced the Home Electrification and Appliance Rebates (HEAR) program using funding from the Inflation Reduction Act (IRA). The IRA established population-based formula grant funding to be provided to State Energy Offices to develop and implement programs under administrative rules established by DOE. NYSERDA is currently seeking approval from the DOE to administer the Appliance Upgrade Program (Program) under HEAR; the Program will provide appliance incentives as well as incentives for electrical wiring and service panel upgrades necessary for Program appliance installations to income-eligible owners and renters (Customers) of single- and multi-family residential buildings. Subject to approval of the Program by the DOE, NYSERDA intends to launch in October 2024 and offer appliance rebates for Customers below 150% AMI (State's Area Median Income).
Through this PON, NYSERDA seeks to enroll eligible retailers to offer Program appliance rebates for ENERGY STAR® certified induction cooktops/ranges/stoves/ovens, heat pump clothes dryers (including all-in-one washer-dryers with a heat pump dryer). The October 2024 launch will only include incentives for ENERGY STAR® certified heat pump dryers (and all-in-one washer-dryers with a heat pump dryer) and electrical wiring and panel upgrades. NYSERDA intends to offer future incentives for ENERGY STAR® certified induction cooktops/stoves/ranges/ovens. Interested contractors may apply for enrollment as a Participating Contractor through a future revision of this open solicitation.

NYSERDA reserves the right to make changes to the incentive offering, including but not limited to amount, timing, recipient, structure, incentive caps and total budget available. Any changes to the incentive offerings will be done via a modification to the Program Manual with notice provided to Program Participants. NYSERDA will make reasonable efforts not to decrease incentive levels

The Program, including the final terms and conditions, are contingent upon the DOE's final approval of the Program.

If changes are made to this solicitation notification will be posted on NYSERDA's website at:
