About this opportunity

The Town of Holliston Conservation Department is requesting written quotes for a comprehensive trail inventory and condition assessment on over 600 acres of town-owned conservation land, with quotes due September 30, 2026 at 4:00 p.m. Questions are due September 21, 2026 at 1:00 p.m. The solicitation comprises a Statement of Work (posted September 3, 2026) and two addenda (September 11 and an undated second addendum addressing clarifications).

The scope requires field-based inventory and GPS-mapped trail locations and conditions across the Town Forest, Fairbanks Conservation Land, and Adams Street/NSTAR conservation land, estimated at 15 to 18 mapped miles with additional unmapped informal trails expected to be identified through fieldwork. Deliverables include a GIS geodatabase in ArcGIS and MassGIS-standard format with separate restricted staff layers for sensitive historic, cultural, wetland, and habitat data; a public-facing trail inventory map suitable for kiosks; and a written condition assessment with assessment-level trail management plan and recommendations. The consultant must evaluate trail conditions relative to erosion, drainage, wetlands, vernal pools, and core forest areas, propose a field schedule with timing rationale, and deliver final outputs within four weeks of receiving Town comments.

Respondents must demonstrate relevant trail assessment and GIS experience and provide examples of similar products. The Town funded this project through Community Preservation Act resources but has not published a specific cost ceiling; cost-effectiveness is emphasized, and the Town reserves the right to negotiate scope and fee with the selected consultant.

Insurance requirements include comprehensive general liability with $1 million per occurrence and $3 million aggregate for property damage, plus $1 million per person and $3 million per occurrence for bodily injury, with the Town listed as additional insured; motor vehicle insurance with $500,000 per person and $1 million per accident limits; and evidence of required insurance prior to contract execution. Out-of-state entities may submit a current certificate of good standing from their home jurisdiction; Massachusetts foreign registration is due upon award prior to contract execution. Proposals must include certificates of non-collusion, good standing or legal existence, tax compliance, and proper authorization signatures.
