About this opportunity
The City of Kissimmee and Downtown Kissimmee Community Redevelopment Agency (DKCRA) are soliciting sealed proposals from licensed, qualified, and experienced holiday lighting and decorations contractors through Request for Proposal 2026010 to provide comprehensive holiday lighting and decorative services in the Downtown Kissimmee CRA area for the 2026 holiday season and potentially beyond. The procurement seeks services across four distinct service areas: Main Street Corridor, Broadway Corridor, Monument of States and Lakefront Park, and Kissimmee City Hall Courtyard, with bidders required to submit two separate pricing options—one for traditional decorations covering all four areas and a second option for traditional decorations enhanced with premium displays in the Broadway Corridor and Monument of States/Lakefront Park areas. Deliverables include installation of holiday lighting and decorations, annual storage of materials, ongoing maintenance throughout the display period, and removal of all installations, with the contractor responsible for all permitting coordination and electrical requirements. The DKCRA currently owns existing holiday display inventory comprising 620 mini coaxial lights, 125 cascading meteor bursts, one custom gateway arch with flood lights, 80 unlit garlands, 40 three-dimensional bows, 4 RGB flood lights, and 400 feet of C9 LED bulb roofline, which the successful contractor must incorporate into the overall display design. Installation must be completed by November 13, 2026, with lighting activation scheduled for November 27, 2026, and removal occurring between January 7 and January 22, 2027; sealed proposals are due by 2:00 p.m. on May 6, 2026, at the City of Kissimmee Finance Department, 4th Floor, 101 Church Street, Kissimmee, Florida 34741, with public opening at 2:30 p.m. the same day. Contractors must hold valid insurance including Workers' Compensation with statutory limits and $300,000 Employers' Liability coverage, Comprehensive General Liability of $1,000,000, Comprehensive Automobile Liability of $1,000,000, and Umbrella Liability of $1,000,000, and must be capable of responding to maintenance requests with repairs completed within three days of notice. Evaluation will be based on Experience & Expertise (40 points), Rates (30 points), Product Quality (20 points), and Completeness of RFP Response (10 points), with payment to be made within 30 calendar days of proper invoice submission.
The RFP does not identify any specific set-aside designations or restrictions limiting participation to disadvantaged enterprises or particular organizational categories, indicating that any qualified licensed contractor meeting the stated requirements may submit a proposal. No incumbent vendor or current contractor is identified in the procurement documents. The initial contract term extends for two years from execution, with the DKCRA retaining sole discretionary authority to award up to three additional one-year renewal periods, potentially extending the engagement through 2030. All pricing proposals must remain valid for 90 days following submission. While specific contract values or budget ranges are not disclosed in the available materials, the scope of work—encompassing installation, storage, maintenance, and removal across multiple prominent downtown locations with existing significant inventory—suggests a substantial annual engagement. The contractor's comprehensive responsibilities for electrical coordination, permitting, and responsive maintenance indicate the City is seeking a full-service provider capable of executing a professionally managed holiday lighting program that will serve as a destination for residents and visitors throughout the 2026 holiday season.
