About this opportunity
The State of Florida Department of Management Services is issuing an Invitation to Negotiate (ITN) on behalf of the Department of Revenue for a new 10-year lease of office space in Pasco County, with proposals due January 26, 2027 and a pre-bid conference on October 20, 2026. The Department of Revenue requires 8,237 to 9,105 usable square feet within specified geographic boundaries (north of Hudson Avenue, south of Flora Avenue/Mitchell Boulevard/Trinity Boulevard/Little Road, east of Suncoast Parkway, west of U.S. Highway 19) to support general office operations.
The scope includes a turnkey build-out with restrooms, floor plans, security systems, HVAC, janitorial services, telecommunications infrastructure, and ADA compliance. Offerors must submit full-service (gross) lease rates that include base rent, property taxes, operating expenses, utilities, janitorial services, maintenance, insurance, and all turnkey construction costs. All construction permits, inspections, and compliance costs are the Lessor's responsibility. Responses must demonstrate property control through ownership documentation, underlying lease agreements, power of attorney, or valid purchase options. Energy Star rated facilities are required where possible; janitorial services, HVAC specifications, indoor air quality testing, and fire marshal approvals are mandatory.
The lease term is 10 years (120 months) with a minimum of ten one-year renewal options. Lease rates must be provided for all base and renewal periods and held firm for a minimum of 30 days. The anticipated lease start date is October 1, 2028.
Evaluation allocates 45 points to location and environmental factors, 25 points to fiscal costs for the base term, 10 points to property design and efficiency, 5 points each to parking availability and accessibility, security and fire equipment, renewal term rates, and building BOMA rating. Written questions are due November 3, 2026, with responses posted by November 10, 2026.
